The Health Service Executive (HSE) has confirmed that external reviews are to take place relating to nine HIE cases during baby deliveries in Portiuncula University Hospital (PUH) in Co Galway. The external review comes as cases of Hypoxic Ischaemic Encephalopathy (HIE) in the past year are higher in comparison to other hospitals throughout the country and internationally in the same period.
The HSE reports that seven babies born in PUH between 2024 and 2025 were diagnosed with HIE. Six of these babies required neonatal hypothermic treatment, also referred to as neonatal cooling. The HSE is also carrying out external investigations in relation to two stillbirths which occurred in 2023 in PUH.
What is Hypoxic Ischaemic Encephalopathy (HIE)?
HIE is a term used for brain injuries that occur before, during or shortly after birth when oxygen or blood flow to the brain is reduced or stopped. It is usually diagnosed shortly after the baby’s birth and symptoms can include seizures or unusual movements, slow heart rate, low muscle tone and trouble with breathing, eating and hearing. Affected babies may also go on to experience developmental delay, learning difficulties and may also have heart, lung, kidney or liver problems. Long term complications can include cerebral palsy, epilepsy and learning disabilities.
Treatment for HIE
Therapeutic Hypothermia is considered the standard treatment for term infants with moderate to severe HIE. This treatment involves cooling a baby quickly after birth and keeping them cool for several days. It slows the brain’s metabolism and can prevent further damage. The sooner this treatment is commenced, the better the outcomes for the baby.
External Review
The HSE has confirmed that a “highly experienced management team” has been appointed to oversee maternity services at PUH over the coming months. The team will be responsible for managing and supporting all aspects of maternity and gynaecology and neonatal services. The HSE said the team will report directly to the HSE West and North West regional management.
